According to the Shanghai Customs Food Division, at the time, the major importing countries for poultry meat in the Shanghai market were the United States, Brazil, Russia, and Thailand, with frozen chicken imports among the top three in the United States. Feng Shiting, trade director of Shanghai Dawan International Trade Co., Ltd., the Chinese importer of American chicken feet, said that the United States is a big country in the production and export of poultry meat. When China suspended imports of American poultry meat products in 2015, Chinese importers turned to Brazil, Argentina and other countries purchase frozen poultry meat, but the quality and price are different compared to the US poultry meat.
On November 14, 2019, the General Administration of Customs and the Ministry of Agriculture and Rural Affairs jointly issued the "Announcement on Lifting Restrictions on the Import of U.S. Poultry Meat", announcing that based on the results of the risk assessment, the previous restrictions on U.S. poultry meat imports in China were lifted, allowing compliance with Chinese laws and regulations. Since then, the General Administration of Customs has announced the export qualifications of US 172 and 177 poultry meat companies to China and the list of permitted poultry meat products to China on November 22 and December 25, 2019.
According to statistics from Shanghai Customs, the volume of imported meat at Shanghai ports reached 2.235 million tons in 2019, an increase of 83.6% year-on-year, a significant increase, and meat imports for the first time jumped to the top of all ports in the country. The surge in meat trade is inseparable from the continuous strengthening of supervision and optimization of services by Shanghai Customs. The Shanghai Import and Export Food Safety Division has specifically studied and formulated 7 facilitation measures including reducing the sampling ratio of imported meat and compressing laboratory testing cycles. Shanghai Port's import and export environment has created more convenience.
In addition, in 2019, in order to actively expand imports and better meet market supply and people's living needs, the Customs Administration further optimized the entry procedures for imported meat, adding Russian poultry, Bolivian beef, Italian pork, and Lithuanian beef throughout the year. Including meat products in 16 countries, the scope of meat products in 21 countries including Brazil pork, Dutch beef, and Thai poultry has been expanded.
